About Me
I’m Shelley Beaulieu, founder of Dragonfly Consulting. I’ve spent more than 20 years working at the intersection of energy, housing, policy, and community, helping organizations navigate complex systems and rethink how programs are designed and delivered.

Since 2004, my work has included designing and managing energy efficiency programs across the country, as well as leading research and policy development for state agencies and utilities. Through that experience, I’ve gained a deep understanding of how programs function in practice and where they often fail to reach the communities they are intended to serve.
​
I started Dragonfly because I wanted to focus my work on supporting communities of color and other communities that are routinely marginalized or overlooked in standard program design. My work is grounded in a commitment to equity, collaboration, and systems change, and in the belief that programs are stronger when community voice and lived experience are treated as essential, not optional.

My work is grounded in clarity, compassion, and accountability. I approach complex and sometimes difficult work with care and curiosity, while maintaining the structure and boundaries needed to do it well. I’m continually learning from partners, communities, and experience, and I bring that learning into every project.

Why Dragonfly?
I often get asked why I named my company "Dragonfly Consulting". I knew from the start that I wanted a nature-based name for my work, something grounded, living, and reflective of change over time. I chose Dragonfly because it represents transformation on multiple levels.
​
Starting my own business was a moment of transformation for me personally. It marked a shift in how I wanted to work, who I wanted to work alongside, and what I wanted my work to stand for. At the same time, my practice has always been focused on supporting transformation beyond the individual level, with an emphasis on changing the systems that shape access, opportunity, and outcomes for communities.

The dragonfly is a powerful symbol of change. It moves through dramatic stages of growth, sees in many directions at once, and navigates complexity with agility and clarity. That symbolism reflects how I approach my work by helping organizations see systems more clearly, adapt thoughtfully, and pursue meaningful, lasting change.

At its core, Dragonfly reflects a belief that transformation is possible, both for ourselves and for the systems we work within. When approached with intention, partnership, and care, that transformation can truly take flight.
